Quality Requirement for Suppliers ("Q" Notes)


Quality Requirements 1-12 below are MANDATORY on ALL purchase orders for products or services you provide to Meyco Machine and Tool, Inc. (MMAT). Failure to comply with any “Q” Notes listed on the Purchase Order shall be cause for rejection, and return of articles at your risk and expense.

 

1. Document Requirements. Many “Q” Notes require you to furnish a certification, report, or other document with a shipment under this order. Besides that “Q” Note’s specific data requirements, the document must list all applicable specifications AND their revision levels (along with any amendments), be legible and reproducible, and bear the dated signature and title of a supplier representative.

 

2. Record Retention. Unless otherwise specified, supplier records which provide verifiable evidence of compliance to the Purchase order shall be retained for a minimum period of 10 (ten) years from the closing of the purchase order unless otherwise specified.

 

3. Certificate of Conformance. This must affirm that the products/services provided to MMAT conform to all Purchase Order requirements, including those contained in its referenced specifications. Note: You must maintain any raw material test report (s) applicable to the products furnished under this order on file, available to MMAT, for at least 10 years, unless a longer period specified on P.O.

 

4. Domestic Material. Must be melted and manufactured in the USA only.

 

5. Material Substitution. No substitution of material composition, size, or specification is allowed; unless authorized by the MMAT Buyer by means of an amended Purchase Order.

 

6. Deviations. You must report any proposed deviation (before the fact), or any departure (after the fact). From the drawings, specification, or other requirements of the Purchase Order to the Buyer on a “Supplier Defect Submittal” for consideration by MMAT’s Material Review Board. You must receive the Buyer’s approval prior to shipment.

 

7. Corrective Action. Upon notice that material/services furnished were found nonconforming at MMAT; you must promptly investigate, and provide a written response listing the root cause, the corrective action taken (or planned) to preclude recurrence, and the point of effectivity.

 

8. Inspection System. You must maintain an inspection system, which assures that all products or services provided under this order conform 100% to the Purchase Order’s drawings, specifications and/or other requirements, Records of all inspection performed must be kept on file for MMAT review. All measuring and test equipment used in your inspection system must be subjected to periodic calibration in accordance with MIL-STD-45662A (or ANSI/NCSL Z540-1)

 

9. Sub-Tier Flow down. You must pass down to any sub-tier supplier(s) the applicable portions of this Purchase Order.

 

10. Rights of Access. MMAT reserves the right of access to your facility at any time during performance under this order - for the purposes of inspecting any or all of the material included in this order or the records associated with the material; or having given reasonable notice, for the purpose of auditing your quality system. MMAT also reserves these rights for authorized representatives of its customer and/or the Government.    

 

11. Counterfeit Material. Suppliers shall assure that all products provided to MMAT are genuine and no counterfeit product shall be used or shipped. Seller shall notify MMAT immediately if seller suspects or is aware they have furnished counterfeit goods and promptly replace the counterfeit parts with genuine parts. Supplying counterfeit goods to MMAT will hold the seller responsible for all costs associated with the replacement of said counterfeit parts.  

 

12. Awareness. Supplier are to ensure that persons are aware of: 

− their contribution to product or service conformity; 

− their contribution to product safety; 

− the importance of ethical behavior. 

 

(A) Certified Material Test Report. A test report must accompany each heat lot of material. It must identify the mill source and list results of the mill’s chemical and physical test and analyses of the material, plus any other data required to the reported by the material specification.

 

(B) Nondestructive Test (NDT) Reports. An NDT Report must identify (by part number and quantity or serial numbers) the items tested; list  the NDT method, accept/reject criteria, and actual test result; contain the dates signature and level of certification of the person performing the NDT; and – if a sub-tier supplier performed the NDT inspection – their name.

 

(C) Material Identification. All raw materials must be identified with the applicable heat lot number.

(D) Heat Treat Certification. This must be accompanied by time and temperature charts for each material heat lot, and must identify the item(s) heat treated.

(E) Traceability. You must maintain an effective system for material traceability by heat, lot, or batch number; back to its ultimate mill source, including any intermediate sub-tier suppliers.

 

(F) MMAT-Furnished material certification. This must affirm that all products supplied under this order were fabricated only from material furnished by MMAT.

 

(G) Special Process Certifications. Required for each special process (e.g., welding, brazing, surface treatment, plating, non-conventional machining [EDM/laser], etc.) performed under this order. It must identify (by part number & quantity or serial number) the items processed; and – if a sub-tier supplier performed the special process – the supplier’s name.

(H) Routing Approval. You must obtain MMAT’s prior approval of the routings (“travelers, planning”) to be used under this order. They must list the operation sequence, material, processes, and inspection points necessary to produce the items and their quality, once approved, they may neither be altered nor deviated from without prior written approval.

(I) Shelf Life Certification. This, and the container(s) of age-sensitive materials furnished, must list the manufacturing or cure date, and the shelf life or expiration date. MMAT will not accept material that has less than 75% of its shelf life remaining upon receipt. The containers for age-sensitive material must be labeled with appropriate storage directions, prior to inventory receipt.

(J) Weld Wire. Each individual rod must be “Flag-Tag” identified on one end with the material type.

(K) Quality System. You must maintain a quality system, subject to MMAT audit, which complies with the requirements of MIL-I-45208A (or ISO-9001/AS 9100)

(L) Government Source Inspection. Government inspection is required prior to shipment from your plant. On receipt of this order promptly notify and furnish a copy to the Government representative normally servicing your plant, so that Government inspection office in your area. If you cannot locate the Government office, contact the MMAT Buyer immediately.

(M) Product Analysis. You must obtain an “over check” of the material from an independent testing laboratory approved by MMAT. A certified report of the chemical and physical test results obtained by the independent testing laboratory shall be furnished with the material, in addition to the Mill Test Report.

(N) Test Samples. In addition to the applicable special process certification(s), you must submit with shipment 2 test samples (or Almen strips, if applicable) for any nonconventional machining (EDM/ECM/laser, etc.), plating, or peening performed under this order.

 

(O) Source Acceptance. Item under this order are subject to MMAT acceptance, prior to shipment from your plant. MMAT’s Buyer must be notified 48 hours in advance of the time the items will be ready for review. Objective evidence of source acceptance must accompany each shipment.

(P) First Article. You must submit a First Article Report with the first lot of items furnished under this order. The report must positively identify the individual part in the lot, which was inspected 100% for all applicable drawing characteristics, and record the variable data (actual dimensions) obtained. Your pack list and shipping container must visibly indicate that the shipment includes a First Article part and Report, and the First Article part must be appropriately tagged.

(Q) Tool Inspection Report. You must furnish, with the tool, a written report listing all tool design dimensional characteristics, and recording the variable data (actual dimensions) obtained.

(R) Approved Sources. All material furnished (or processing performed) by a sub-tier supplier under this order must be from or by a source approved by MMAT or its customer. Contact the Buyer prior to placement of the sub-tier order.

(S) Special Process Approval. Special Process (welding, brazing, plating, surface treatment, heat treatment, NDT, etc.) required under this order shall only be performed by suppliers and sub-tiers approved by MMAT or its customer. You must submit written description (Process Sheets) of the special process (es) applicable to this order for MMAT’s prior approval. Once Process Sheets are approved, they may neither be altered nor deviated from without MMAT’s prior written approval.

(T) S-1000. You must establish and maintain a quality system, subject to MMT audit, which complies with the applicable requirements of GE Aircraft Engines Specification “S-1000”.

(U) Other Requirements. (As noted in narrative form on the face of this Purchase Order).

(V) Calibration Certification. Your Calibration Certificate for our measuring/test equipment must clearly state that the service was performed in accordance with MIL-STD-45662A (or ANSI/NCSL Z540-1), using equipment traceable to NIST. It must identify the instrument calibrated and the accuracy, list the procedure(s) followed, specify whether the instrument was found and returned within or out of tolerance, and (if applicable to the instrument’s accuracy) list the actual environmental (temperature and humidity) conditions under which the calibration was performed.

(W) D1-9000. You must establish and maintain a quality system, subject to MMAT audit, which complies with the applicable requirements of the Boeing Company’s “Advanced Quality System Specification D1-9000”.

(X) AS9100. You must establish and maintain a quality system, subject to MMAT audit, which complies with the applicable requirements of “Aerospace Basic Quality Standard AS9100”.
